What would you think of putting a small crossword puzzle on the back of
a contest agenda? I was thinking this might be a creative way to keep
people quiet while the judges fill in the ballots. But, I've never seen
anyone do this (which makes me think it might be against the rules or
simply not a good idea). Thoughts?

Whatever your do, please don't put the judge's scoring guide on the agenda.
First, it's a violation of TI copyright. Second, it's a distraction. As a
speaker, I need an audience not a roomful of judges.

It might distract people from payign attention to speeches; however, if you
want to construct such puzzles, a great program to do so is Eclipse
Crossword:

I use it to construct quizzes for my students.

I can't see any harm in it. Not everybody would bother to do the puzzle, of
course, but those of us who like them probably would.

2. Put

3. Wealthy
4. Hannibal star

And give it to the DC judges?

Nothing in the rules to prevent it. On the negative side, some may find
the crossword more interesting than the speeches. Possibly something
like a simple logic puzzle that doesn't require continual reference to
the paper might be an alternative.

Oh, I really like this idea... I would just have to be careful to have
something from every single speech (to be fair) as well as something
about each club.

I'm in full agreement with you on the 'audience vs a roomful of judges'
issue.

Since judges are not permitted to discuss their scores or ballots with
anyone, speakers get no comparative feedback. One way round this is for
a speaker to distribute judging forms to non-judges and ask them to
provide the missing feedback. Supplying each member of the audience
with a form purchased from WHQ is legitimate. It's only a violation of
copyright if you print it on the agenda or anywhere else. Even then,
removing the ballot and printing the guide for educational purposes may
be defended as 'fair use'.

Update: Our District Judge ruled against the crossword puzzle idea. She
didn't say what the reason was, but I would guess it was the
distraction factor. That's ok, ideas can get better when they have a
year to simmer on the back burner. I can always try again next year, or
maybe find some other way to work in the crossword puzzle with clues
from everyone's speeches. I like that idea!

or when the ideas become their own...

I've worked at places where my ideas were rejected for a few years. Then
the boss or VP comes up with that idea and suddenly it's mandated!
