My District Governor has left me scratching my head.
Background...I am...
District 50 Public Relations Officer
A trained judge & chief judge for District 50
Nominated for Vista Division governor, uncontested.
All other Division governor positions in District 50 are uncontested.
Several Area Governors are running for Division governors also.
I have been told by my DG that I am not to brief the audience when I am
chief judge at an area contest since I will be getting "face time" with
the audience and not all the other candidates have that opportunity.
I am scheduled to be district rep at 3 contests to give the
announcements from the senior 3, however that is allowed since I'm doing
my duty to the distrit.
Another chief judge could give an audience briefing and then run for
Vista Division from the floor, and therefore they'd have had more
audience face time as a CJ than I would have.
I've been to contests where the contest master didn't have a clue what
was going on, and I am supposed to instruct them to brief the audience.
So, am I just being over sensitive about not being able to perform my
job as a chief judge or is my DG overstepping the mark a bit?

By briefing the audience do you mean telling them to turn electronic devices
off and mentioning the minute of silence for scoring? As far as I know,
that's the only briefing most contest audiences get or need, and the contest
Toastmaster does that. At the contests I've attended, the chief judge is
called on by the Toastmaster and usually says, "The functionaries (and,
depending on the District, "the contestants") have been briefed. Let the
contest begin."

Usually we have the chief judge say that the contestants, helpers and
judges have been briefed and then they'll brief the audience which
includes
Turn off any noisy devices such as cellphones, watches, children I
try to add some humour such as "I've instructed the SAA to put the gavel
to good use in case your cell phone does need to be silenced". It
usually gets a chuckle.
Outlining the speaking area
Explaining the 1 minute of silence between contestants and indefinate
silence after the last speaker
Entering and leaving the room may be done during the silence or between
contests, not when contestant is speaking
No flash photography
No audio or video recording without written permission of all the contestants
Protests must be lodged with the CJ or Contest Chair only by judges or
contestants (audience doesn't need to know criteria for disqual) - This
is mainly to let the audience know they cannot lodge a protest.
Give the contestants your full attention - they've worked hard to get to
this point and be sure to give them a good around of applause, let's try
that now Mr Contest master, let the contest begin...

Up here, the Chief judge briefs the audience, that is,
reviews the contest rules. It's standard practice.
The briefing is limited to the salient points of the rules.
That is, a brief statement of who is eligible, the length of
the speeches, originality requirement, the minute of silence
between contestants, announcement of winners, and protests.
The chief judge also briefs the other judges, contestants,
timers, ballot counters and Sergeant at Arms ahead of the
contest in more detail as required.

When you are chief judge, you have a job to do. A good
leader, which in this case does not appear to include your
DG, knows when to get out of the way and let someone do
their job.
If the pattern you follow is similar to what we do here, you
won't even get much of a formal introduction as chief judge.
That is, the contest Toastmaster will simply say something
like, "I now call upon the chief judge to review the rules."
And as long as the only thing you do is brief the
audience--leaving out any "infomercials" about your
candidacy as Division Governor--I don't see an issue.
Besides, you say you are already DPRO. You get more "face
time" and name recognition from that than you will ever get
at an Area Contest.

What do the official contest rules say about who is eligible or not to
judge?
The other place to look is the official capmpaing "rules" for didtrict
officers.
IMO, if these rules to forbid it, it's allowed.

It does seem to lack a little in the common sense department; however, it's
possible that the DG has had orders from on high to enforce this, or has run
into some sort of problem around it before, or has had to move someone out
of such a role who's currently in a competitive race right now, and just
wants everything to be followed to the letter of the rules.

Not seen anything in there. I know you cannot compete if you're a judge, |
but haven't seen anything about being a CJ.

I'd day that the DG is off his/her rocker. Being seen doing your job is
part of what makes you known to be qualified to hold important offices.

There's nothing here that couldn't be handled by the contest Toastmaster if
necessary. However, if that's the norm in your part of the world and it's
therefore part of your job, you should focus on doing your job properly, or
find someone else to fulfil that function.
